Construction of an Access Railway Line and a Multimodal Logistics Terminal
Coteccons KZ is delivering two strategically important infrastructure projects in the Almaty Region, aimed at developing the region’s logistics system and increasing the capacity of Kazakhstan’s transport hubs. Both facilities are being implemented with Coteccons KZ acting as the general contractor and represent key elements of the country’s future logistics ecosystem.
Phase 1. Construction of the Container Terminal, Administrative Complex, and Railway Tracks
The project is being implemented in the Ili District of the Almaty Region, in the Boraldai industrial zone, within the territory of the Aksengir railway station. Construction works are carried out on a land plot of 24.3355 hectares as part of the development of the territory of Platform Plus LLP.
Status: Under construction
Construction period: June 2025 – February 2026
The company acts as the general contractor for the construction of the access railway track, providing a full scope of services — from preparatory works to engineering supervision and supply chain organization.
Key Project Parameters:
- Preparatory and earthworks
- Total railway track length — approximately 4,000 meters;
- Modern gantry crane operating on a 450-meter crane runway, with a lifting capacity of 45 tons and a handling capacity of 25 containers per hour;
- Administrative and utility complex area — 1,150 sq.m.;
- 2 bonded warehouses (temporary storage warehouses) with areas of 1,000 sq.m. and 500 sq.m.;
- Fire protection system covering the entire facility, including a 2,500 cubic meter water reservoir;
- 2 railway loading ramps for receiving cargo by rail and transshipment to other modes of transport, also equipped with a vehicle ramp for receiving trucks within the bonded warehouse zone;
- The entire territory is equipped with a video surveillance and access control system.
The project is aimed at creating a sustainable, high-capacity railway infrastructure that will become a key component of the region’s multimodal logistics hub.

Significance of the Projects for the Region
Both projects serve a single strategic objective—enhancing Kazakhstan’s logistics connectivity. The construction of the access railway line and the modern multimodal terminal creates conditions for:
- Increasing freight throughput capacity
- Reducing logistics costs for businesses
- Developing export and import operations
- Forming a sustainable transport infrastructure
Coteccons KZ applies modern construction standards, digital solutions, and an environmentally responsible approach, making these projects benchmarks of quality and durability.
Phase 2. Construction of a Grain Terminal for Receiving Grain by Rail and Transshipment to Other Modes of Transport
This phase of the Project is implemented under an EPC (Engineering, Procurement, and Construction) model.
Start date: October 2025
Completion date: July 2026
The Project is carried out as part of the expansion of the Logistics Complex and the enhancement of container cargo flow.
The Grain Terminal is equipped with modern elevator equipment manufactured in Turkey, with a simultaneous storage capacity of 14,000 tons of grain, two parallel receiving points capable of handling 4 hopper wagons simultaneously, and conveying equipment with a capacity of over 200 tons per hour.
Two railway dead-end tracks with a total length of more than 1 km allow for the reception of a full train set.
